One thing I don't understand is the issue regarding letting him run off his energy in the off leash areas where I live (none of them are fenced)
The advice I get online is never ever let your dog off leash unless he does exactly as he is told 100% of the time every time. I agree.
So wjat do people do when they have slightly rambunctious dogs that behave very well indoors but will never be 100% outside?
This dog is 65lbs and very strong and energetic
I am thinking of getting a special treadmill especially for dogs (expensive!) and then he can have two twenty minute jogs as well as have regular leashed walks three times a day for potty breaks in the park?You can just get a normal used treadmill for way cheaperPeople can always leash their dogs up and go running to run off a dog's energy...completely free to do that.
In many areas, the law is the dog is to be leashed no matter what when outside, unless in a fence. So even if the dog is well trained and such, the law is they are to be leashed. That's the case in most areas of the US.
I dont think the tread mill will work unless you hang a treat in front of the tread mill and dont let him go around

Why can't you take him to a dog park?? Why will he never listen 100% outside? Train him!
Why don`t you train your dog so he does a good re-call?
Then you will be able to let him off for a good run.
All dogs need to let off steam and run free and be able to exhibit natural canine behaviour now and then.
He is probably quite frustrated at being kept on a leash all the time.
Training is the answer and all dogs need to be trained in the re-call and other basic exercises like sit, down, and wait (or stay) and to walk to heel on a lead.
No dog on this earth is 100% obedient every time. Dogs are like children at times and don`t always do as they are told when something more interesting takes their attention. If you can get a dog to respond 95% of the time to all commands then you will doing well.
Add: Take him somewhere where there are are NO roads then.

We train our dogs and we take them to safe places.
YOU might trip over and break your leg tomorrow. Nothing is 100% safe in this world. My dogs are off lead EVERY day in the woods and fields.
I drive them out to safe venues. I would not let them loose anywhere near a highway where trucks and cars are. I train them to come when i call. 99% of the time they obey. Get training, thats my advice. Dogs don`t learn things on their own, they need to be shown.
teach him the recall command by getting a long leash like the ones people use to tie dogs up outside hook the leash on to the dog on one end and hold the leash on the other end and either say the dogs name or "come" then pull the leash so the dog runs to you when he gets to you reward him and do it again keep doing this until the dog gets the command and this isnt a quick fix it may take several training sessions for him to get it but the recall command is very effective when dogs are off leash and teach him how to stay close when off leash by making him walk next to you when on the leash and praise him when he does so
A treadmill isn't a bad idea it's just a matter of getting him to use it. You could try a dog training class group should be cheaper plus your dog will socialize and learn to with distractions so then you will more confidence in him.
